Are these switches programmed using SCPI?

No. Since the modules are essentially register-based, the software drivers handle all the direct module interaction and control. These drivers use the common IVI-C, IVI-COM, Matlab and LabVIEW G-driver protocols, which don’t resemble SCPI, but are well known to most test programmers.
