Can AXIe LAN interface be used with all AXIe modules?

Yes. LAN (as well as PCIe) are defined by the standard but not required. A given module can use either or both as the application requires. Keysight's chassis does have a PCIe-LAN bridge to allow an external computer connected via PCIe cable to communicate to LAN-based modules.
