This is by design, exactly what the instrument is supposed to do. There may be a VERY, VERY, VERY short periods of time where the current could possibly slightly exceed the rating, but this cannot be tested, specified, or guaranteed. What will most likely happen is that the instrument will revert to CC mode and the output voltage will take a momentary 'dip'. Keysight suggest not try to 'squeeze' a few extra amps out of an instrument which is not designed for this purpose.
