Can E8482A control E1473A Expander modules?

Yes. The E8482A RF Multiplexer module is capable of controlling up to two E1473A Expander modules, providing a total of eighteen (4:1) banks. The Expander modules can be physically located in the C-Size mainframe next to the RF Multiplexer, or up to eight meters away using expansion cables. Locating the Expander module close to the external device keeps connecting cable lengths to a minimum, thereby reducing the possibility of crosstalk and insertion loss of high frequency signals.
