Can I calculate the percentage of CIR with the Keysight Advisor?

Not exactly. But it does graph throughput and utilization over time on separate DLCIs. Users can then see what throughput is being utilized and if they know what information rate they paid for, they will see on the screen exactly their throughput. If they want percentages, they can log the data to a .CSV file and pull the file into the Keysight Reporter.
