There is an LXI interface available however this requires Java which is available only on Internet Explorer. There is a GUI that can be downloaded to work with the power meter on Windows 10 (even though the website says it is compatible with just WindowsXP and Windows 7). The GUI can be downloaded from: Power Meter GUI The .msi installation file will throw an error however the .exe will launch the application. Also, .NET Framework version 1.1.4322 is required for this software. According to Microsoft "Microsoft .NET Framework version 1.1 is not supported on any version of Windows 7 or Windows Server 2008 R2 and higher Operating Systems." There is a note this applies to windows 10 also. There is a second claim from Microsoft saying "While it might be possible to install .NET Framework 1.1 components on these operating systems, Microsoft will provide no level of support for these configurations." So, while this software is available, it is unsupported by Keysight and Microsoft.
